United States House of Representatives elections in Illinois, 2012

The 2012 United States House of Representatives elections in Illinois will be held on Tuesday, November 6, 2012 to elect the 18 U.S. Representatives from the state, one from each of the state's 18 congressional districts, a loss of one seat following the 2010 United States Census. The elections will coincide with the elections of other federal and state offices, including a quadrennial presidential election. Primary elections will be held on March 20, 2012.[1]

Redistricting

A redistricting bill was introduced to the Illinois General Assembly by members of the Democratic Party in May 2011. Although Representatives are not required to live within their districts, the new map draws the homes of at least five Republican incumbents into districts where they will have to run against other Republicans, and others into districts which strongly favor Democrats. Republicans in the Illinois congressional delegation issued a statement reading "Under the cover of darkness, the Democrats in Springfield proposed a new Congressional map that was drawn without any input from Republicans or any consideration for the hours of testimony offered at public hearings this spring." The state is currently represented by 11 Republicans; however, there are expected to be only seven districts in which Republicans can run competitively.[2][3]

After an amendment which modified the 13th and 15th districts was passed with Republican support,[4][5] the new map was passed by the Illinois House of Representatives on May 30, 2011[6] and the Senate on May 31.[7] Governor Pat Quinn, a Democrat, signed the map into law on June 24. Republican members of the congressional delegation plan to mount a legal challenge.[8]

District 1

The 1st district, which has been represented by Democrat Bobby Rush since 1993, had seen a decline in population and so now extends into the Chicago suburbs and rural areas of Will County.[9] Harold Bailey;[10] Raymond Lodato;[10] Rush;[10] Clifford Russell Jr.;[10] Jordan Sims, a political commentator for an online newspaper;[11] and Fred Smith[10] will seek the Democratic nomination.

Frederick Collins, a police officer who unsuccessfully ran for Cook County Sheriff in 2010;[12] Donald Peloquin, the mayor of Blue Island;[12] and Jimmy Lee Tillman II[10] will seek the Republican nomination.

District 2

The new 2nd district stretches from Kankakee County, through Will County and to Chicago.[13] Democrat Jesse Jackson, Jr., who has represented the 2nd district since 1999, will seek re-election.[10] Former U.S. Representative Debbie Halvorson, who represented the 11th district from 2009 to 2011, will challenge Jackson in the Democratic primary.[14]

James Taylor Sr., a newspaper publisher; and Brian Woodworth, an associate professor at Olivet Nazarene University, will seek the Republican nomination.[13] Republican Adam Kinzinger, who was first elected to represent the 11th district in 2010 and now lives in the 2nd district, will run for re-election in the 16th district.[15]

District 3

The 3rd district, which has been represented by Democrat Dan Lipinski since 2005, now extends to Bridgeport, Chicago and Lockport, Will County.[9] Lipinski will seek re-election. Farah Baqai, a police officer, will challenge Lipinski in the Democratic primary.[16] Insurance executive and health care activist John Atkinson was expected to challenge incumbent Lipinski, and raised over $535,000 in the first quarter of 2011,[17] but no longer lives in Lipinski's district. Atkinson had considered instead running in the 11th district,[9][18] but suspended his campaign on June 14, 2011.[19]

Jim Falvey, an attorney; Richard Grabowski, a supervisor at a manufacturing company; and Arthur J. Jones, an insurance sales representative, will seek the Republican nomination.[16]

District 4

The 4th district, which has been represented by Democrat Luis Gutiérrez since 1993, was extended to incorporate Gutiérrez's new home in Portage Park.[9] Gutiérrez will seek re-election. Jorge Zavala, who has taught with the City Colleges of Chicago, will challenge Gutiérrez in the Democratic primary.[16]

Héctor Concepción, a former director of the Puerto Rican chamber of commerce, will seek the Republican nomination.[20]

District 5

The 5th district, which has been represented by Democrat Mike Quigley since 2009, was redrawn to include Franklin Park, Elmwood Park, Hinsdale, Illinois, Oak Brook, River Grove, Schiller Park and parts of Melrose Park, Stone Park and the North Side of Chicago. Quigley will seek re-election.[16]

Dan Schmitt, who is self-employed, will seek the Republican nomination.[16]

The 6th district, which has been represented by Republican Peter Roskam since 2007, is one of two districts which are expected to remain strongly favorable to Republicans[21] and includes Burr Ridge, Clarendon Hills, Hinsdale, Oak Brook and Oakbrook Terrace.[16] Roskam will seek re-election.[22]

Leslie Coolidge, an accountant;[23] Geoffrey Petzel, the owner of a small business;[24] Tim Ritter[22] and Maureen E. Yates,[25][26] who is retired,[16] will seek the Democratic nomination.

The 7th district, which has been represented by Democrat Danny K. Davis since 1997, was redrawn to include parts of LaGrange Park and Westchester. Davis will seek re-election. Jacques A. Conway, a pastor and retired police officer, will challenge Davis in the Democratic primary.[16]

District 8

Republican Joe Walsh, who was first elected to represent the 8th district in 2010, will run for re-election despite no longer living within the redrawn boundaries of the district. Walsh had initially decided to run in the redrawn 14th district.[27] Robert Canfield[26] and businessman Rich Evans[28] will also run in the Republican primary. State representative David Harris;[29] Craig Johnson, the mayor of Elk Grove Village;[30] businessman Andrew Palomo[28][31] and DuPage County Superintendent of Education Darlene Ruscitti[32] will not run.

Raja Krishnamoorthi, a former deputy state treasurer and unsuccessful candidate for Illinois Comptroller in 2010,[33] and Tammy Duckworth, a former official in the U.S. Department of Veterans Affairs and unsuccessful Democratic candidate for Illinois's 6th congressional district in 2006, will run for the Democratic nomination.[34] Melissa Bean, a Democrat who represented the 8th district from 2005 until 2011, said in April 2011 that she would not run in 2012,[35] and in June 2011 endorsed Krishnamoorthi's campaign.[36]

District 9

Democrat Jan Schakowsky, who has represented the 9th district since 1999, will seek re-election.[37] Simon Ribeiro, a high school teacher who unsuccessfully ran as the Green Party nominee in 2010, will challenge Schakowsky in the Democratic primary.[38]

Susanne Atanus[37] and Timothy Wolfe, an accountant,[37] will seek the Republican nomination. Robert Dold, who was first elected to represent the 10th district in 2010, lives in the new 9th district,[9] but will seek re-election in the 10th.[39]

Vivek Bavda, an attorney from Mundelein;[40] Aloys Rutagwibira, a mathematician and basketball coach;[41] Brad Schneider, a management consultant from Deerfield;[42] Ilya Sheyman, a community organizer from Waukegan;[43] and John Tree, business executive and a Colonel in the U.S. Air Force Reserve,[44] will seek the Democratic nomination to challenge Dold. State senator Susan Garrett[45] and state representative Carol Sente,[46] both of whom are Democrats, will not run. Bob McKenzie, a lawyer, had planned to run for the Democratic nomination,[47] but withdrew from the race in July 2011.[48]

District 11

The newly-drawn 11th district includes the Democratic-leaning areas of Joliet and Aurora. Republican Adam Kinzinger, who has represented the 11th district since January 2011, will instead run for re-election in the 16th district.[15]

U.S. Representative Judy Biggert, who has represented the 13th district since 1999; Kane County Clerk Jack Cunningham; and Diane Harris, a notary public, will seek the Republican nomination.[12] Chris Balkema, a member of the Grundy County Board, and Aurora alderman Richard Irvin both considered seeking the Republican nomination; however, as of December 23, 2011, Balkema had not filed to run, while Irvin announced in December 2011 that he would not run.[22] State senator Chris Lauzen, who had considered seeking the Republican nomination in the 11th district,[49] instead ran for Kane County Board Chairman.[50]

Former U.S. Representative Bill Foster, who represented the 14th district from 2008 until 2011; James Hickey, the president of the Orland Fire Protection District; and former Aurora Township clerk Juan Thomas will run for the Democratic nomination.[12] Insurance executive and health care activist John Atkinson, who had previously planned to challenge fellow Democrat Dan Lipinski in the 3rd district, had expressed interest in running in the 11th district, where his home is located;[9][18] but suspended his campaign on June 14, 2011.[19] State representative Linda Chapa LaVia and state senator Linda Holmes, both Democrats, declined to run.[51]

Democrat Jerry Costello, who has represented the 12th district since 1988, will retire rather than run for re-election.[52] Former St. Clair County Regional Superintendent of Schools Brad Harriman;[53] Chris Miller, the Illinois political director of the Truman National Security Project and U.S. Army veteran of the Iraq War;[54] and Kenneth Wiezer, a retired carpenter,[55] will seek the Democratic nomination to succeed Costello. St. Clair County Chief Judge John Baricevic;[53] State representative John E. Bradley;[56] Madison County Chief Judge Ann Callis;[57] state senator James Clayborne, Jr.;[58] state representative Jerry Costello II, the elder Costello's son;[59] state senator Bill Haine;[58] state representative Tom Holbrook;[60] former state representative Jay Hoffman, who considered running in the 12th district while a candidate for the 13th;[59][61] St. Clair County State's Attorney Brendan Kelly;[59] St. Clair County Board Chairman Mark Kern;[58] Madison County Circuit Clerk Matt Melucci;[59] and Lieutenant Governor Sheila Simon[53] will not run.

Rodger Cook, a former mayor of Belleville;[62][55] Theresa Kormos, a nurse from O'Fallon and unsuccessful Republican primary candidate for the 12th district in 2010;[63] Teri Newman, a businesswoman from Highland who unsuccessfully challenged Costello as the Republican nominee in 2010;[64] and Jason Plummer, the 2010 nominee for Lieutenant Governor of Illinois,[65] will seek the Republican nomination. State representative Mike Bost will not seek the Republican nomination.[66]

District 13

Hinsdale native and Republican incumbent Judy Biggert, who has represented the 13th district since 1999, no longer lives in the redrawn district.[9] However, Republican Tim Johnson, who has represented the 15th district since 2001, will run.[67] Michael Firsching, a veterinarian;[68] and Frank Metzger, a retired ironworker,[69] will also seek the Republican nomination. Jason Plummer, the 2010 Republican nominee for Lieutenant Governor of Illinois who had considered challenging Johnson,[70] is instead running in the 12th district.[65] State senator Sam McCann, who was the subject of a draft movement, will not run.[71]

Physician David Gill[72] and Greene County State's Attorney Matt Goetten;[73] will run for the Democratic nomination to challenge Johnson. Democratic state senator Mike Frerichs,[74] former state representative Jay Hoffman,[61] labor lawyer Mark N. Lee,[75] and Champaign County Board member Brendan McGinty[76] will not run.

District 14

The redrawn 14th district will include McHenry County and parts of DuPage, Kane, Kendall, Lake, and Will counties.[77] Republican Randy Hultgren, who was first elected to represent the 14th district in 2010, will run for re-election.[26] Fellow Republican Joe Walsh, who was first elected to represent the 8th district in 2010 and had planned to challenge Hultgren in the Republican primary, will instead seek re-election in the redrawn 8th district.[27]

Dennis Anderson, a public health researcher and trustee of the International Breast Cancer Research Foundation;[77] and Jonathan Farnick, a computer support technician,[78] will seek the Democratic nomination to challenge Hultgren. Bill Foster, a Democrat who represented the 14th district from 2008 until 2011, decided to run in the 11th district in 2012 although some Illinois General Assembly leaders had hoped Foster would run in the 14th district, where his home is located.[18] State representative Jack Franks considered a bid but decided against it.[79] Frank McClatchey, a former McHenry alderman and former chairman of the McHenry County Democratic Party, had planned to run,[80] but declined to do so following Walsh's decision to run elsewhere.[81]

District 15

Republican John Shimkus, who has represented the now-obsolete 19th district since 2003 and represented the 20th district (eliminated after redistricting following the 2000 Census) from 1997 until 2003, will seek re-election in the new 15th district.[82]

Angela Michael, a retired nurse, will seek the Democratic nomination.[83]

District 16

In redistricting, the 16th district was moved south to incorporate Livingston and Iroquois Counties and parts of Ford County.[84] Republican U.S. Representatives Adam Kinzinger, who has represented the 11th district since January 2011,[15] and Don Manzullo, who has represented the 16th district since 1993,[85] will seek re-election in the new 16th district. Frank Gambino, the majority leader of the Winnebago County Board, had been expected to form an exploratory committee with the aim of seeking the 16th district seat;[86] however, he announced in September 2011 that he would instead run for the Illinois Senate.[87]

District 17

The 17th district was extended into Rock Island, Moline, Rockford, Peoria and Tazewell County, thereby making it more favorable to Democrats.[88] Republican Bobby Schilling, who has represented the district since January 2011, will run for re-election.[89]

Greg Aguilar, the director of multicultural services at Augustana College;[90] East Moline alderwoman Cheri Bustos;[91] and Freeport mayor George Gaulrapp;[92] will seek the Democratic nomination. Former state representative Mike Boland;[93] former U.S. Representative Phil Hare, who represented the district from 2007 until 2011,[89] state senator Dave Koehler,[94] activist Porter McNeill,[91] and former Rock Island mayor Mark Schwiebert[95] will not run for the Democratic nomination.

Attorney Eric Reyes, who had announced he would seek the Democratic nomination,[96] will instead run as an independent candidate.[97]

District 18

Republican Aaron Schock, who has represented the 18th district since 2009, is expected to seek re-election. The district is one of two which are expected to remain strongly favorable to Republicans,[21] and was extended into Bloomington-Normal and as far as the Mississippi River. Schock's hometown of Peoria will be split between the 17th and 18th districts.[88] Darrel Miller, a farmer, will challenge Schock in the Republican primary.[98]

Steve Waterworth, a farmer and former master sergeant in the Air Force and Air National Guard; and Matthew Woodmancy will seek the Democratic nomination.[98]
